OPPORTUNITIES
The Ngorongoro Conservation
Area (NCA) was established in 1959. The Ngorongoro Conservation Area Authority
(NCAA), under the Ministry for Natural Resources and Tourism, is mandated to
manage the NCA. The main functions of the NCAA are to promote the interests of
indigenous people living in the NCA, to conserve and develop the natural and
cultural heritage resources and to promote tourism in NCA.
The Ngorongoro Conservation
Area Authority (NCAA) invites applications from qualified Tanzanians to fill
the following vacant positions:-
1.0 ENGINEERING SERVICES MANAGER (1 POST)
1.1 Qualifications
Holder of Master’s Degree in Civil Engineering or similar related field
registered by the Engineers Registration Board (ERB) as practicing Engineer.
The candidate must have knowledge in using various computer applications
packages including engineering related computer software or programs.
1.2
Experience:
The candidate must have
at least seven years working experience of which five years
in a senior/managerial position.
1.3 Reporting
Relationship:
The Engineering
Services Manager reports to the Deputy Conservator for Corporate Services,
for the execution of daily responsibility.
1.4 Main
Duties and Responsibilities:
a)
To coordinate activities of the sections under the
department namely Buildings, Roads, Water Supply and Sewerage, Electricity
Supply and Automotive Workshop.
b)
To oversee provision of efficient infrastructure
services within the Authority
c)
To ensure availability of appropriate design,
drawings, specification and tender documents for infrastructure capital works
as required.
d)
To provide advice on the employment of contactors
for infrastructure capital works whenever the need arise
e)
To authorize purchase of requirements for
infrastructure services from user sections and departments.
f)
To prepare departmental annual budget for tabling
to appropriate authorities.
g)
To plan, monitor, review and prepare reports on
infrastructure development projects of the Authority.
h)
To prepare/determine training needs for all staff
in the department.
i)
To advice on recruitment, performance appraisal
for all staff of the department in consideration of section heads reports.
j)
To oversee provision of efficient utility and
mechanical services within the Authority.
k)
To
perform any other duties as may be assigned
by his/her Superior.
1.5. REMMUNERATION
In
accordance to NCAA scales.
2.1. Direct
Entry Qualifications
Holder of Certificate in
Veterinary Science/Animal Health/Animal Production or similar related field
from a recognized Institution.
2.2.
Main
Duties and responsibilities
(i)
To assist in carrying out veterinary/livestock
services through established pastoralist pilot groups.
(ii)
To make surveillance and immediately report any
livestock/wildlife disease outbreak.
(iii)
To assist in recording and reporting
livestock/wildlife field cases to relevant authorities.
(iv)
To assist in conducting intervention and rescuing of
sick livestock/wildlife, injured or snared wildlife.
(v)
To assist in creating awareness on good animal
husbandry amongst livestock keepers within NCA.
(vi)
To assist in providing livestock extension services
through established pilot groups.
(vii)
To assist in carrying out wildlife/livestock
diseases treatment.
(viii) To perform any other duties as
may be assigned from time to time by supervisor.
2.3. REMMUNERATION
In
accordance to NCAA scales.
3.1 Qualifications
Holder of Certificate in Veterinary Science/Animal
Health/Animal Production or similar related field from a recognized Institution
with work experience of at least seven years.
3.2 Main Duties and
responsibilities
(i)
To
assist in recording and reporting livestock/wildlife field cases to relevant
authorities.
(ii)
To
assist in conducting intervention and rescuing of sick livestock/wildlife,
injured or snared wildlife.
(iii)
To
assist in providing veterinary training through workshops and seminars to the
staff and surveillance team within NCA on common communicable diseases.
(iv)
To
assist in creating awareness on good animal husbandry amongst livestock keepers
within NCA.
(v)
To
assist in providing livestock extension services through established pilot
groups.
(vi)
To assist in reporting diseases outbreak
immediately to the officer in charge.
(vii) To assist in instituting animal
vaccinations and inoculations as to a prophylactic measure to diseases
occurring in the locality and carry out livestock diseases treatment.
(viii) To assist in promoting
awareness and understanding of animal health and disease control.
(ix)
To
perform any other duties as assigned from time to time by supervisor.
3.3. REMMUNERATION
In
accordance to NCAA scales.
4.1. Direct
Entry Qualifications
Holder of Form four certificate with technical
knowledge and experience of operating plants/heavy machinery from recognized
institution. Must have Class “F” driving licence or its equivalent.
4.2 Main Duties and
responsibilities
(i)
To drive heavy duty machines such
as wheel loader, folk lift and v6 Caterpillars.
(ii)
To maintain logbook and
movement records for heavy duty machines/plants according to regulations.
(iii)
To report on technical
need/breakdown of heavy machines.
(iv)
To ensure regular check of
heavy duty machines such as wheel loader, folk lifts and v6 Caterpillars are
conducted to ensure cleanliness and serviceability.
(v)
To ensure cleanliness of the
plants/heavy machines.
(vi)
To perform any other duties as may
be assigned from time to time by his/her supervisor.
4.3. REMMUNERATION
In
accordance to NCAA scales.
a) Water Technician (1post)
b) Plumbing Technician (3posts)
c) Automotive Technician (11 posts)
5.1
Direct Entry Qualifications
Holder of relevant Full Technician’s Diploma in
relevant field from a recognized institution.
5.2
Main Duties and responsibilities:
(i)
To assist Senior Technicians in
planning and execution of their work.
(ii)
To coordinate the works of Technician
Assistants.
(iii)
To keep truck of scheduled services of
heavy plants and report to superiors timely.
(iv)
To assist in listing down the type and
quantity of materials needed for execution of a given work/task.
(v)
To assist in developing a work plan/time
frame for executing a given assignment/work..
(vi)
To oversee safety of working tools and
working environment in line with industrial safety regulations.
(vii)
To perform any other duties as may be
assigned by his/her supervisor.
5.3. REMMUNERATION
In
accordance to NCAA scales.
6.1.
Direct
Entry Qualifications
Holders of Form IV Certificate, with
passes in at least three subjects including English, relevant Trade Test Grade
III with relevant technical Certificate from a recognized institution.
6.2. Main Duties and responsibilities
(i)
To assist superior technicians in
ensuring the safety of working tools and working environment in accordance to
industrial safety regulations.
(ii)
To assist superior technicians in
ensuring smooth and safe operation of machines and equipments under his/her
supervision.
(iii)
To clean all the working tools and
working place.
(iv)
To assist technicians in undertaking construction,
maintenance and repair works as appropriate.
(v)
To properly secure all working tools.
(vi)
To assist in securing all used or
unwanted materials/parts for necessary official record.
(vii)
To perform any other duties as may be
assigned from time to time by his/her supervisor.
6.3. REMMUNERATION
In
accordance to NCAA scales.
7.1
Direct
Entry Qualifications
Holders of Form IV
Certificate, with passes in at least three subjects including English. Trade
Test I/CBET III certificate with class “C” driving license and Defensive
Driving Certificate from a recognized Institution.
7.2
Main Duties and responsibilities
(i)
To drive all types of Authority’s
vehicles.
(ii)
To maintain a logbook for
vehicle movement records according to regulations.
(iii)
To transport
luggage/baggage/cargo/parcels to various destinations as may be required.
(iv)
To make regular check of
vehicle to ensure cleanliness and serviceability.
(v)
To ensure the vehicle is
maintained as required.
(vi)
To ensure the vehicle is
equipped with all necessary accessories.
(vii)
To ensure the vehicle has
valid insurance and all other statutory covers.
(viii)
To perform any
other duties as may be assigned by his/her supervisor.
7.3. REMMUNERATION
In
accordance to NCAA scales.
8.1. Direct
Entry Qualifications
Holder of form IV/VI leaver
with 1 year course in Nursing from a recognized institution.
8.2. Main Duties and responsibilities
(i)
To
carry out general cleaning of wards and its surroundings.
(ii)
To
give bath to bed ridden patients.
(iii) To provide and removing bedpans and urinal
bottles.
(iv) To collect patients linen for laundry
services.
(v)
To
escort patients for x-ray, Ultrasound and other diagnostic services.
(vi) To take specimen for
laboratories and collecting results.
(vii) To monitor items requiring
stock replenishment.
(viii) To perform any other duties as
assigned from time to time by Supervisor.
8.3. REMMUNERATION
In
accordance to NCAA scales.
9.0. OFFICE ASSISTANTS/ATTENDANTS
GRADE II
(11 POST)
9.1. Direct entry Qualifications
Holder of form IV Certificate with
pass in English and Kiswahili.
9.2.
Main Duties and responsibilities
(i)
To clean Offices and surroundings.
(ii)
To Dispatch files, letters.
(iii)
Preparation of tea/coffee etc.
(iv)
To arrange documents and files
in ranking or cabinets in the registry.
(v)
To file documents in the
appropriate files.
(vi)
To receive record and
distribute incoming and internally created mails.
(vii)
To record and arranging for the
efficient and timely dispatch of all correspondences;
(viii)
To maintain flimsy files.
(ix)
To carry machinery/equipment.
(x)
To perform any other duty as may be
assigned by his/her supervisor.
9.3. REMMUNERATION
In
accordance to NCAA scales.
10.0. PROTECTION
ASSISTANT II (68 POSTS)
10.1.
Direct
Entry Qualifications
Holder of
Certificate in Wildlife Management or similar related field from a recognized
institution.
10.2. Main Duties and responsibilities
(i) To cleanse firearms.
(ii) To collect/pick government
trophies or antiques or forest products left unattended to secure in official
custody.
(iii)
To
participate in routine patrols and animal census.
(iv) To protect and guard the lives and properties
of the residents/employees against
destruction by wild animals.
(v) To participate in cleanliness
and guarding of tourist camps, entry gates and any other appointed places.
(vi) To perform any
other duties as assigned from time to time by Supervisor.
10.3. REMMUNERATION

11.0 CULTURAL HERITAGE OFFICER/CURATOR II (2 POSTS)
11.1. Direct Entry Qualifications
Holder
of Bachelor Degree in Zoology, Curatorial studies, Museum Management,
Archeology, Anthropology, Paleontology or Geology from a recognized
institution.
11.2. Main
Duties and responsibilities:
(i)
To participate in the preparation of
promotional programs on cultural heritage.
(ii)
To participate in carrying out
laboratory activities pertaining to cultural heritage.
(iii)
To participate in the preparation and
preservation of cultural heritage/museum archives.
(iv)
To provide education on identification
and value of cultural heritage resource.
(v)
To participate in the preparation of
inspection reports on cultural heritage sites.
(vi)
To perform any other duties as may be
assigned from time to time by supervisor.
11.3. REMMUNERATION
In
accordance to NCAA scales.
12.0. CULTURAL HERITAGE TECHNICIAN/CURATOR II ( 3 POSTS)
12.1
Qualifications
Holder
of Diploma in Zoology, Curatorial studies, Museum Management, Archeology,
Anthropology or Paleontology or geology from a recognized institution.
12.2 Main Duties and responsibilities
(i)
To assist in developing strategies for
involving local community in conserving cultural heritage sites. To participate
in designing exhibition structures and strategies.
(ii)
To assist in providing education to
the community on identification of valuable artifacts/antiquities.
(iii)
To assist in preparing interpretative
messages/labeling in the cultural heritage sites/museums.
(iv)
To perform any other duties as may be
assigned from time to time by supervisor.
12.3. REMMUNERATION
In
accordance to NCAA scales.
13.0 ACCOUNTS ASSISTANT (3 POSTS)
13.1 Qualifications
Holder of ATEC I/Lower Government
Accounting Programme Qualifications/ Certificate in Accounting or Higher
Government Accounting qualifications or its equivalent from a recognized
institution, Must have knowledge of computer applications including MS-Office
and Accounting Packages.
13.2 Main Duties and responsibilities
(i)
To assist in receiving cash deposits
from customers.
(ii)
To assist in effecting cash payments
to customers.
(iii)
To assist in recording transactions
and reconcile them with cash balance.
(iv)
To assist in receiving and keeping
proper custody/filing all bills, invoices and other claims pending payments.
(v)
To assist in the preparation of
various financial statements.
(vi)
To assume responsibility for a variety
of accounting duties as assigned by the supervisor.
(vii)
To prepare payment vouchers and
cheques and post them in vote books.
(viii)
To prepare profit and loss accounts.
(ix)
To perform any other duties as may be
assigned by the supervisor.

14.0
ICT OFFICER II (3
POSTS)
14.1
Direct Entry Qualifications
Holder of Bachelor
degree in Computer Science/Computer Engineering/Information Communication
Technology or its equivalent qualifications from a recognized institution
14.2
Skills required
(i)
General Programming Skills, Analyzing Information,
Problem Solving, Software Algorithm Design, Software Performance Tuning, Software
Design, Software Debugging, Software Development Fundamentals, Software
Documentation, Software Testing
(ii) Write programs using various computer languages, such as C++. Java and
PHP.
(iii)
Ability to use code libraries, which are collections
of independent lines of codes, to simplify the writing
(iv) Understanding of Various framework such as Laravel for PHP and Model-View-Controller (MVC)
(v) Understanding of database such as
MySQL, Postgres and Oracle.
(vi) Should have working experience of at
least 2 years in software programming or database administration.
14.3 Main Duties and
responsibilities
(i)
To design computer system charts and provide the
necessary systems documentation.
(ii)
To assist users in systems analysis and design.
(iii)
To plan, Code and Test programs
(iv)
To create and modify computer programs by converting
user requirements into code.
(v)
To schedule upgrades and security backups of
hardware and software systems/programs.
(vi)
Upgrade and expand existing programs
(vii)
To debug programs by testing for and fixing errors.
(viii) Build
and use computer-assisted software engineering (CASE) tools to automate the
writing of some codes
(ix)
To maintain and control existing systems and keep up
to date systems/ documentation standards.
(x)
To undertake low level routine maintenance of ICT
equipment.
(xi)
To

15.0. RECORDS MANAGEMENT ASSISTANT II (2 POST)
15.1. Direct entry Qualifications
Holder of Certificate in Records
Management or similar related field from a recognized institution.
15.2
Main
Duties and responsibilities
(i) To
assist in delivering letters, files and memos.
(ii) To assist in keeping records of incoming and outgoing
mails.
(iii) To assist in repairing worn out documents/files.
(iv) To assist in ensuring files are returned to the registry
after actions are done.
(v) To maintain dairy and recording of files for future action.
(vi) To assist in distribution of files to scheduled officers
for action.
(vii) To maintain daily record of files distributed to officers.
(viii) To
sort, address and dispatch of letters.
(ix) To
register mail, filing index, house files etc.
(x) To
check and prepare straight forward documents and
(xi) To
perform any other duty as may be assigned by his/her supervisor.
15.3. REMMUNERATION

16.0.
PROCUREMENT AND SUPLLIES ASSISTANT II (2 POSTS)
16.1. Direct entry Qualifications
Holder of Certificate in Material
Management/Procurement and Supplies or Lower Stores Management or Basic
Certificate in Procurement and Supplies or NTA4/5 or equivalent qualifications.
16.2 Main
Duties and responsibilities
(i) To
file transaction documents.
(ii) To post stores requisition into finance and accounting package.
(iii) Ensuring routine purchase duties are done properly
(iv) To
inspect and accept/reject incoming goods.
(v) To prepare and
dispatch Goods Received Note (GRN) for
incoming goods and invoices to accounts section for payment.
(vi) To assist in procurement of goods and services.
(vii) To monitor items requiring stock replenishment.
(viii) To arrange stocks/store and inventories in the warehouse
and yard properly.
(ix) To
prepare monthly stocks movements reports.
(x) To
maintain purchase records such as quotations and other related documents.
(xi) To
perform any other duties as assigned from time to time by Supervisor.
